North District

Fanling.Sheung Shui

The North District is located in the northern part of the New Territories and includes areas such as Fanling, Sheung Shui, and Kwu Tung. It is one of two districts bordering mainland China (the other being Yuen Long District) and serves as the core of the Northern Metropolis, emphasizing a balance between ecological conservation and economic development. Originally dominated by agriculture and fishing, the district later developed border trade and light industry alongside Hong Kong’s industrialization, becoming a hub for cross-border freight and passenger traffic, and gradually transforming into a mixed-use residential and commercial area. Adjacent to Shenzhen, the North District occupies a strategic geographical position. As the Hong Kong Special Administrative Region Government advances the Northern Metropolis strategy, development centers on a new industrial framework of “Finance in the South, Innovation and Technology in the North,” promoting deep integration between Hong Kong and the Greater Bay Area. The North District will prioritize the development of border trade and industrial zones (Fanling, Sheung Shui, Lo Wu, Man Kam To) and a blue-green recreational tourism ecosystem (Sha Tau Kok, Hung Fa Ling).
